The whole concept is to push guys to shoot more during sudden victory. We've all seen guys who know they can ride for 30 seconds waste the one-minute SV period; a lot harder to dodge stalling calls in two minutes.

BTW, the NCAA does sit down with referees before conference tournaments and the NCAA tournament and explain how they want the rules interpreted. Maybe you can get to be a ref by studying the rulebook and taking a test, but you won't stay a ref by winging it during matches.
