Seems like a pretty good deal at $9.99 per dual. You don't have to buy a package.
If you go to Intermat they show streaming schedules for the week. Both Penn and Navy are available options.

It’s a great deal. They have EIWA, MAC, Big 12 and MAC matches on and archived. Lots of wrestling on!

Not sure if this is what you meant, but ESPN+ does not stream the NCAA tournament. That is streamed on ESPN U, ESPN2, and ESPN, each of which require a TV provider (Hulu, YouTubeTV, etc.).
Also, note that ESPN+ streams wrestling duals that are produced by the university hosting the dual. The quality is dependent on the quality of the host. So, the Cornell announcer sucks big time. Some schools have announcers who are great, and some for whom the wrestling match seems to be their first exposure to wrestling. Camera angles can range from a single fixed view to multiple views.
Finally, note that no wrestling on ESPN+ is archived for more than thirty days. Looking for that Yianni-Gomez upset? Gone, unless hosted (illegally?) somewhere else.
