The answer is not to pay. As more and more Presidents, Boards, Benefactor say NO...the pool of institutions in NCAA who pay will become small. So then you have eventually a league of 16 college football programs and 32 college basketball programs going for all the big money.
In the end, they system collapses once benefactors and sponsors say no and that there really isn't any upside for the money they spend.
Thousands of athletes who did not graduate. Thousands of athletes who never made it big in professional sports. Thousands of athletes who squandered the money and opportunities the institution gave them.
Just don't play the money game. Offer scholarship, room & board and travel home and a small cash stipend.

Paying them what they would earn in a ten hour a week University job seems about right
