Yes and yes. But here are the dead periods for D1.
Dead Period:

November 6-9, 2023 (Monday through Thursday of the initial week for the signing of the National Letter of Intent).
March 20-24 (noon), 2024 (The day before the first day of the NCAA Division I Wrestling Championships to noon on the day after the championships).
July 39-August 9, 2023 (The Monday before the National Wrestling Coaches Association Convention through the day of adjournment of the convention).

2023–24 NCAA MEN’S WRESTLING RECRUITING CALENDAR
Throughout the school year, there are periods when wrestling coaches are prohibited from talking with a recruit and/or their parents in-person. In other words, during a dead period, coaches can’t talk to recruits at their college campus, a camp or the athlete’s school.

NCAA Division 1

Dead Period:
